A matching HEIC and MOV is not automatically a Live Photo.

Apple Photos normally relies on a shared content identifier in the still image and video resource. Filenames are useful evidence, but they are not the final identity.

Reliable pairing cases

When both resources contain the same identifier, the pair can be verified. When the still retains its identifier and the MOV has lost it, the existing value can be restored to the video and read back.

Why missing MakerNotes are different

The still-image identifier lives inside Apple-specific MakerNotes. Creating a missing MakerNotes structure is not equivalent to writing a normal EXIF field and can copy unrelated camera metadata if handled as a template block.

The safe boundary

Takeout Rescue keeps plausible resources together but does not claim a complete Live Photo when both original identifiers are absent. Conflicting identifiers are rejected rather than silently rebound.
